Because every single race runs into the same problem of not having enough variety, making a new one for every expansion doesn't fix that problem. It's just a band-aid that only makes it bigger every time.Think that may have been a requirement. My GF used hers and said it only let her change her race and gender, wouldn't let her change her appearance at all. She says she stripped down before logging off like she was supposed to, but she used it when I wasn't around so I can't be sure she wasn't just overlooking something.
